refactor(RebootNX): dynamic Hekate payload entries from glob

Replace hardcoded per-payload sections with file_source on
bootloader/payloads/*.bin; filter hekate/fusee so new .bin payloads
appear automatically.

fix(Package Manager): exclude ovlmenu and Package Manager from toggle lists
...
- Move filter directives inside on: block (required for toggle mode)
- Use sdmc: path format for filter to match file_source output
- Exclude ovlmenu.ovl from overlay list (Tesla menu must stay active)
- Exclude Package Manager and .offload from package list
