CI: GitHub Actions build with .nro artifact; bump version to 1.0.0

- Workflow runs on push/PR to main and master using devkitpro/devkita64.
- Uploads swr-ini-tool.nro as artifact swr-ini-tool.

Makefile: TARGET_VERSION 0.1.0 -> 1.0.0.
