* pgl: add skeleton folder to stratosphere

* pgl: Add service interface for IShellInterface

* pgl: begin skeletoning shell service, implement two commands.

* pgl: Implement TriggerApplicationSnapShotDumper

* pgl: implement InitializeProcessControlTask
